EU Launches Investigation into Grok's CSAM Generation, Estimated 23,000 Images in 11 Days

The EU announced on Monday that it has launched an investigation based on the Digital Services Act (DSA).

The investigation targets the Grok tools deployed by xAI on X. The probe will examine whether the company implemented risk mitigation measures and verify the dissemination of content that "could constitute child sexual abuse material."

Henna Virkkunen, the EU's top technology official, stated, "Non-consensual sexual deepfakes of women and children are a violent and unacceptable form of degradation."

If a DSA violation is established, fines of up to 6% of annual global turnover could be imposed.

The UK non-profit CCDH analyzed a random sample of 20,000 images from December 29 to January 9.

The organization based its estimates on approximately 4.6 million images generated by Grok during this period.

It is estimated that approximately 3 million sexual images were generated over the 11 days. Among these, sexual images involving children are estimated at approximately 23,000.

This calculates to approximately 190 sexual images generated per minute. CCDH reported that sexual images involving children were generated at a frequency of one every 41 seconds.

In the United States, three senators requested that Apple temporarily remove X and Grok from the App Store; however, Apple has not taken action.

Investigations have also been launched in California and the UK. In Ireland, it has been reported that a second investigation has begun, focusing on potential privacy violations.
