JERA and Dell to Build Large-Scale AI Data Center in Chiba with UK-based RHAELM; Investment to Exceed 2.3 Trillion Yen

Power giant JERA, U.S.-based AI hardware provider Dell Technologies, and UK-based AI infrastructure provider RHAELM announced on October 1 that they will construct an AI data center in Chiba Prefecture. The total investment is expected to exceed $15 billion (approximately 2.3 trillion yen).

The data center will be built within JERA's "Chiba Thermal Power Station" in Chiba City, with a maximum power reception capacity of 400,000 kilowatts. As of the time of the announcement, it represents the largest single-site AI infrastructure project in Japan and one of the largest in Asia, excluding China.

This project is the first initiative under the "Memorandum of Understanding for Accelerating the Development of Nation-Scale AI Infrastructure in Japan" signed by the three companies. Aiming for operational commencement around 2028, the companies intend to provide AI computing foundations on a scale of millions of kilowatts across Japan in the 2030s.

The project combines the strengths of each company. JERA will build a power supply platform utilizing its assets, such as liquefied natural gas (LNG) procurement and thermal power generation. Dell Technologies will prepare the computing foundation using "Dell AI Factory," which integrates hardware such as servers with software. RHAELM will oversee the entire project, including planning, development management, and operations.
