OpenAI, in partnership with the U.S. General Services Administration (GSA), has announced a new multi-year agreement targeting federal, state, local, and tribal governments. Under this agreement, the license fee—which typically costs $15 per user per month—will be waived, and a 50% discount will be applied to usage fees. This expands upon last year's offer for the federal government, broadening the scope to cover approximately 23 million workers employed in the U.S. public sector.

This initiative also includes expanded support for the public sector engaged in cyber defense. All verified government agencies can access "Daybreak Blue" for cyber defense at a 50% discount, while "Daybreak Red," used for vulnerability research and red teaming (penetration testing), will be provided at standard pricing. OpenAI stated that by providing access to cutting-edge tools, including GPT-6 Astra, it aims to support the acceleration and safety of public services, as well as the protection of critical infrastructure.
